Catch-up Models and Growth Trajectory of Science and Tech: A Theorization of the Asian Experience

This paper attempts to examine the strategies of national innovation system that shape the science and technology trajectories of South Korea, Taiwan, Singapore, Malaysia and China by theorizing the science and technology (proxied by papers and patents) trajectories of these economies using bi-logistic growth functions. The findings suggest that the strategic catch-up models of South Korea and Taiwan have resulted in a much longer pulse in the growth trajectories during the transition towards knowledge-based economy than countries that are dependent on FDI for learning and acquiring technology such as China and Malaysia, while the results are mixed for Singapore.

This presentation summarizes and interprets both the characteristics of and the process leading to the emergence of Israel’s highly successfully ICT-oriented high tech system of the 1990s when the number of start up companies (SU) increased from 300 in 1992 to about 2500, that of VC from 2 funds to over 50 and where high tech exports increased slightly less than fourfold. Three phases are identified; a background conditions phase (which starts in 1969 with the creation of the Office of the Chief Scientist at the Ministry of Industry and Trade, OCS), pre-emergence (1985-1992) and the emergence phase (1993-2000). Over and beyond the key support of Israel’s Science, Technology and Higher Education infrastructure (STE) during the whole 1969-2000 period, the key policy measure initiated during the background conditions phase was OCS’s Grants to Company R&D which induced the gradual introduction and diffusion of innovation in the business sector; and that signaling the beginning of the emergence phase was the VC (Venture Capital)-directed, targeted program Yozma. The latter triggered a Dynamic Increasing Returns Process which eventually led to Israel’s entrepreneurial cluster and to a well-functioning Venture Capital market.
